This is known as the passing mechanism, and it determines whether the procedure can modify the programming element underlying the argument in the calling code. I think you're confusing the concept of references vs. value types and ByVal vs. ByRef. Even though their names are a bit misleading, they are orthogonal issues. By Value is shortened to ByVal and By Reference is shortened to ByRef. ByVal means that you are passing a copy of a variable to your Subroutine. You can make changes to the copy and the original will not be altered. Visual Studio hides ByVal from you most of the time.
