In the age of intellisense / code completion, long parameter lists are not nearly as bad as they used to be. I think abstracting to separate CsvFile classes is good, but only if those CsvFile classes are also useful elsewhere. You don't have to use the builder pattern, as explained in the article. One common programming mistake I see again and again are functions requiring too many parameters. Especially when those parameters represent similar things and belong together.
