Your file is pre-scanned to find the peak level. Then the volume is adjusted (up or down) for a new peak level. Compression, based on threshold and ratio settings, will 'squash' the audio so there is a more limited dynamic range, from your quietest sound to your loudest sound. They are separate concepts. Normalize your recordings, after you've eq'd and compressed your individual tracks. Or use a limiter.
