Each level up permanently increases the maximum level by 1 (up to 5 extra levels) of the survivor who's got the chibi equipped at the time of a level-up. You can never gain more than one bonus level when leveling up a Chibi-Pet, regardless of what level it just reached. A Chibi-Pet can only provide a total of five bonus levels.
